On February 24, ICG published a report analysing the current political situation in rump
Yugoslavia. The report concludes that resolution of the Kosovo dispute is a prerequisite
for democratic change in Serbia and that therefore Kosovo must be the international
community's priority in dealing with Serbia. Moreover, despite the recent upsurge of
violence, conditions may now be favourable for progress
