THE PROJECT OF DEVELOPEMENT OF THE
INFORMATIVE COVERAGE OF DISLODGED (DISLOCATED) PERSONS AND REFUGEES
At the territory of Pcinja
region (The South of Serbia), there is over 11.ooo of dislodged (dislocated)
persons came from Kosovo and Metohia and about 1.000 refugees came from
ex-Yugoslav republics, what makes the whole situation to be very dramatic. All
of them live in a very poor conditions, with no full-time jobs and no stable
incomes. They are practically cut off the sources of informations, because of
their miserable material situation they can’t afford to buy any of daily or
weekly papers, nor any other kind of publications. This lack of information’s
created the situation in which all these persons are pushed out on the margins
of the social care for them, what means that they were totally excluded from the
processes of resolving their own problems of existence and from fight for their
own legal rights. In electronic media broadcasting in the region, there was no
any informative space for actual and objective information for this particular
segment of the population. The former regimen used to give them informations by
the free distribution of the daily papers “Politika” that was regimen’s
service and “factory of the lies’ giving this people false impression that
some institutions work for them. But, the reality was completely different.
O.K. radio was the only
“bright star” in that informative black-out, because we were always open for
different opinions, as well as for every occasion to broadcast service and
actual informations for this population. O.K.radio produces its own informative
programmes (seven hours a day, in total), so we think that some segments of the
programme can be used for the presentation of this kind of problems that
population has. O.K. radio stands on a position that is possible for us, once a
week (or even more frequently), to produce a broadcasting that will exclusively
treat the informative problems of dislodged (dislocated) persons and refugees.
This programme will be focused on the problems that this population try to
solve day by day and to find the ways to help them to menage with it. The
framework of the programme will include the specialists of a different kinds (
as a physicians of different specialities,psychologists,lawyers,social
workers),who will, with their practical and theoretical knowledge, help this
people to solve their problems. As it is known, the fact is that
dislodged(dislocated) persons and refugees have no valid and actual informations
from the places of their origin, so “O.K.radio” would make a collaboration
with a local radio stations from Kosovo and Metohia which broadcast in the
regions where Serbs live, to exchange the fresh informations, with “live”
(in programme) conecting,as well as a collaboration with a local radio stations
from Republika Srpska (Radio Banjaluka,Radio Srbinje etc.). We consider the
realization of this kind of informative programme will be not only contribution
to better informative coverage of dislodged( dislocated) persons and refugees,
as well as it will be the contribution to affirmative moves on the places where
they live and to open them prospectives for normal living. The positive aspects
of this programme will be obvious very quickly, so it will be the contribution
to better understanding between dislodged(dislocated) persons, refugees
and their problems, on one side, and the local citizenship ,on the other. The
another kind of our initiative to help dislodged (dislocated) persons and
refugees is to establish “S.O.S” phone line. The consulting team would
be specialists from the institutions like: Welfare offices, The Institute for
Health Protection,The Institute for Mental Health, Red Croise and the
other relevant organizations, which will give another (maybe better) kind of
legal, educative and organizational help to dislodged (dislocated) persons and
refugees. We consider that the establishment of the “S.O.S” line will be
step ahead because it will be the opportunity for this population to get urgent
and adequate help from eminent specialists. The “S.O.S” line would be
open for everyone 24 hours a day and the consulting team would be engaged by
scheduale, so the people could connect with them when the consultant for special
kind of problems is by the phone (on “stand by”). This kind of practical
help is already established all over the world, so the scientists declare that
is particularly effective for this target groups.

THE PROJECT OF INFORMATIVE COVERAGE OF THE
STUDENTS OF THE DISLOCATED UNIVERSITY OF PRISTINA
At the territory of the Pcinja
region are placed the Studies of Law and Studies of Languages of The University
of Pristina.The reintegration of the students goes very slow, so we consider
that there is the urgent need for starting special program for them, where they
would speak about impressions and problems they have, so as the ways they ménage
with their troubles.
This programme would be the way
for students to establish collaboration with some of the local institutions, so
it would be the opportunity for them to pass over their alienation in a new
place of living and studding. This programme would also have educational side,
what means that the students would have possibility to present their own works.
We consider that the programmes offered can pay attention, because they treat
the problems of the dislodged(dislocated) persons and refugees, as well as the
problems of the students of the dislocated University of Kristina’s that could
be the way for improving of their positions in a local community and the quality
of their lives. The establishment of the “S.O.S” line would relax the
tensions among members of the families of dislodged(dislocated) persons and
refugees, because a great deal of conflict situations could be solved with
urgent help from the specialists. The latest terrorist’s act on the South of
Serbia (area among Presevo, Bujanovac and Medvedja) confirm the need for
establishment of informative programmes for dislodged(dislocated) persons and
refugees, because it is clearly obvious that the need for good, actual and valid
informative programmes is ultimate.

SHORT DESCRIPTION OF THE SITUATION AND PROBLEMS IN THE REGION
As it is known, in all seven
boroughs of the Pcinja district the left coalition has won during the recent
elections. And in some of them SPS didn’t need any help. If refers to the
local, federal and presidential elections. The section 26 Vranje was together
with the section Prokuplje, the largest in the country, with about 650.000
voters. Even without the voters coming Kosovo the SPS and Milosevic personally
have won in the region but also in Vranje town. The community of Vranje have 65
committee members but the socialists together with Jul have 59, DOS have 2 and
there are also 4 independent candidates under the sever control of the former
regime. Also, in other 6 boroughs the political picture is identical completely.
In the borough of Surdulica there are 28 chairs, and Democratic opposition has 1
membership chair in its parliament. In the borough of Han there are four
membership chairs in the borough of Trgoviste and in the Bujanovac town, the
only oppositional representatives are 8 Albanians who do not anticipate in the
work of the assembly.
This dark situation has been
achieved by a permanent work of the regional media and also by other kinds of
the pressure. Forming the new cessions of its regional parliaments, the members
of the SPS political party, or better to say, the rulers of the ex-regime have
been showing very clearly that they do not want to change anything. For example
the denounced editor in chief of the state television was forced to resign.
After all, the same ex-editor was appointed to town information secretary. In
the boroughs of Vranje reigns the company of Simpo; it is a company of Dragan
Tomic. He is former vice president of Parliament of Serbia. The company reigns
in political social media and all other fields of the public life. Still, the
economy is vital and alive, and also pays the wages to the workers almost
constantly and there are 30.000. workers just in Vranje. All kinds of the
private initiatives have been constantly and systematically crushing down in a
very brutal way. There were a small number of strikes the staff crisis and a
general social spirit of rebellion in Vranje town. The same situation is in
other boroughs. Although it is November 10th 2000. in Vranje still uses the
PUBLIC INFORMATION LAW!!!
In spite of the strong and
outstanding economic nomenclature there is a picture off a weak, bad organized
and feeble opposition. In the region of Pcinja work DS, DSS, Nova Srbija, Nova
Demokratija, in minority and DA is in the process of its foundation. A syndicate
called “Independence” makes the only real step and the number of its
membership is 8000 greater after just a month of democratic changes in Serbia.
The civil consciousness is almost unknown of the people of Vranje town and for
the people of boroughs except for other partnership for Democratic changes
organization and a half private ecological organization; there is no valid
sector.
There are 11.000 refugees from
Kosovo helped only by the international Humanitarian organization. But the
structure of the SPS & JUL government doesn’t offer a proper help to them.
Very often a great number of the refugees find themselves in front of the
resistance formed by the same SPS & JUL government. The geopolitical
position of the region is very important it is literary and actual bordering
with Kosovo.
On the Serbian side of the
“none’s land” comes information about numbers of the new victims every
week, whether the victims are the members of the Serbian police forces, whether
the victims were of the Albanian civilians, the habitants of the large tampon
zone. A great number of the refugees from Kosovo will remain here for good. And
there isn’t single person who thinks of any kind of the programme for the
integration of those people.
Here presented picture will not
importantly change at best for next four years. So no one needs a vivid
imagination to explain what are the problems opposed to the electronic media
whose intention is to be independent and all professional.
The biggest comparative
advantage of O.K. radio is its total uncompromization. This radio didn’t
collaborate with left-wing coalition, although it is commercial, this radio
didn’t broadcast its advertisements, announcements or its information. O.K.
radio was only one, which went on strike and turned off its transmitter in
September 30th. Only O.K. radio has completely license and registration with
Ministry of telecommunication and from very beginning it pays all its bills to
its country. Because of its special attitude during the election campaign O.K.
radio had invasion by financial police and it had to pay an amount of 50.000.
dinars. O.K. radio signal covers the whole territory of Pcinja district, and its
editorial office is placed in appropriate rooms. On its payroll list there is 32
employees: six of them are with a long work experience; the technical team has 6
men, while rest of them work on marketing and other accessory jobs. In last 5
years radio permanently invest into cadres and techniques; so today O.K. radio
has solid equipment and transmitter, satisfied condition for broadcasting. O.K.
radio is broadcasting its program 24 hours a day and has its own production. An
informative program takes 6 hours a day; the news is on every full hour (which
takes 20 minutes). It contains the agency news and service information. Time
that remains, O.K. radio broadcasts entertaining, cultural, economical,
children’s and educative programs. The radio station has even 4 nights
programs. During these 5 years O.K. radio didn’t broadcast any folk music.
O.K. radio is fast, praiseful, reliable and urban station; and such image has
from the beginning of its existence. And, of course radio has some affairs that
aren’t in close lies with program. But (what is surely) the most interesting
thing is a concentration of listeners. We can say it is the most popular radio
in town (even in whole district). The most permanent listeners are young people,
but radio has its own audience in labour organizations, in cafes and restaurants,
in shops and other institutions. If we add the fact that O.K. radio doesn’t
belong to any of political parties, you can slowly complete total picture of it.
But there are still the problems that radio deals with. Since the O.K. radio
didn’t take part in any political issues there weren’t any kinds of relieves
neither financial nor technical. O.K. radio will welcome any kind of help. Most
of all O.K. radio needs a technical innovation that is necessary for work. WE
NEED EVERYTHING BUT WE CAN DO EVERYTHING – it is our motto.

HISTORY OF THE ORGANISATION
O.K. Radio is the broadcast institution, which already
exits for 5 years. From the first moment of letting out the signal trough the
ether at 21st of September 1995, until now, program quality, innovation of
equipment, range of hearing, number of committents and number of listeners goes
to the higher and higher point. O.K. radio range of hearing is all over
north Serbia from Grdelica on the north to the Kumanovo on the south with the
tendency of rising. Radio runs it's program 24 hour in a day on 102,2 MHz FM
stereo. Program raised and devolved, to a very serious but also to the fun and
relax character. Our program is mostly entertainment and with a lot of service
information and fresh news without the country music. O.K. radio team is made of
twenty young and creative people, whose with their enthusiasm made the O.K.
radio - to be the most popular of all, at the area it runs a program. Within the
O.K. radio team, there is a many journalists from the other town, and also
professional people from Belgrade, who, with their reports every day makes a
program very fresh, new and actual. It has many, marketing promotions also and
media presentation of committents. The last year, O.K radio intensed informative
programmes and started to rebroadcast the news from Deutsche Welle radio and
Radio B 92.
